Go back and buy it after you talk to Bahamut.
The problem is that your current character is a white mage. There is a series of events where your characters are upgraded after talking to Bahamut at the end of where your white mage will be turned into a white wizard. Once that has happened a white wizard can use the spell.
Yeah, try to not fill the remaining slot for it with another useless spells, be aware that every town has its magic shops. Adn for god sake talk to Bahamut at the Cambria Islands.
