Did the Nintendo 64 even have any JRPGs?
My other pick would be the Atari Jaguar.
This question can be interpreted as:
a) Weakest library
b) Lowest over-all average quality
c) Biggest collection of terrible games
And interestingly enough if we go with option c) the same console might end up having the best and worst collection of JRPGs. :lol:
Speaking only in terms of systems I have owned and played a lot, the Sega Genesis was not an RPG-friendly console. I missed out on so much growing up with that instead of a SNES. :(

yep first Xbox. I have been severely disappointed with the PS3 in JRPGs though.
Xbox really is the only answer I can think of since it pretty much had none and doesn't have the excuse of existing before JRPG's really became a thing.
There's so many systems that failed to even get off the ground, it's hard to really single one out.
...Yeah, I'm going with the N64 on this. Complete lack of RPGs in general, and the ones it has are... yeah. Not good.
XBox is damn close though, cause for all the problems Elder Scrolls has, at the very least there are things the games do right. :p

There were a few. None that ever really made a name for itself or anything but they did exist.
Genesis didn't have much but it did have the Phantasy Star series, which was fantastic, and makes up for ANY lack in the console otherwise. Phantasy Star IV = one of the best JRPGs of all time = Genesis can't be all that bad.
