Final Fantasy X-2, easily.
I have played X-2, watched Advent Children and read the Novella, played Dirge of Cerberus and Crisis Core (although I broke my screen before I could fight Avatar Genesis)... that is all. I haven't played After Years, Before Crisis, Lightning Returns or XIII-2 (or XIII for that matter). Best? Yes.
I've not played the VII sequal games, nor the FF XII one.
I've played After Years and X-2, and between them After Years is easily better. It's a pretty damn solid game overall.
X-2

X-2. I don't really like the XIII trilogy too much.
The only direct sequel to any of the Final Fantasy entries I've played was X-2. DoC is more of a spin-off of VII, really. Advent Children was good, but X-2 gets points for introducing a new villain instead of bringing one back.
X-2 was really fun, but I have to go with The After Years. For all the hate it gets, I actually really enjoyed this game.
X-2 because my only other choice is Dirge of Cerberus
X-2. wasn't too happy about dancing and changing outfits, but at least it had the "feel" of FFX and I don't want to say to much without hinting at spoilers.
X-2 was the best sequel. That doesn't mean it was a good or necessary sequel, but it was the best.
Does Crisis Core count? Crisis core is dyn-o-mite.
FFX-2 is next on the list.
None, I enjoyed that FFs before were standalone games.
