Squall's outfit has always struck me as pretty slick. The slight redesign for Dissidia made it better.
Balthier is pretty dapper too.

For guys:
Sephiroth with the Masamune is a very slick design and he looks like a better version of Setzer. The sword adds to the greatness.
Vincent looks great, except for the boots.
Seifer and Auron are also cool.
I also just realized my new respect for Lord Braska's outfit.
And I can't forget Thunder God Cid.
For girls, I actually like a lot of them. Tifa and Rikku my top faves.
Honorable mentions to Vanille, Lightning, and Yuffie (that darn unbuttoned shorts give her minus!!).
I second Tifa and Yuna, and while I'm not a fan of the games I thought Lightning's original outfit and her armor in XIII-2 (despite no pants) looked pretty good.
