Who is the Second Most Evil Shin-Ra Executive?

Hojo makes this too easy so we're going to debate number 2 on the asshole/evil scale here.

Reeve is disqualified for having a conscience.
President Shinra is disqualified for dying too early.
Palmer is too fat and funny and unimportant.

Rufus would have been my choice, what with his whole "I'll rule the world with fear" speech but he failed to carry any of it out. His most evil act was bullying an old man out of his plane.

So it's down to Heidegger and Scarlet. I picked Scarlet because she demonstrated more sadism and indifference than Heidegger, what with her being responsible for Corel, visiting the Gungaga ruined reactor, and locking that door to try and kill Tifa out of pure spite.

Heideggr was a jerk but he wasn't as in-your-face malicious as Scarlet.

I'll go with Rufus, but it was really hard between Scarlet and him.

Scarlet. The next closest would be Rufus, and although they both do evil things, it looks like Scarlet enjoys it way more.

Also going with Kya ha ha

Slapping her around is one of the more satisfying aspects of the gameplay

I voted Heidegger, but probably should've voted Scarlet. I thought Heidegger was involved in more brutal stuff than he seems to have been.

Scarlet by far.

I'll go with Rufus. He came across as more cold hearted than the others. I don't remember Scarlet at all. Was she only in the PC version or was it just the slap contest with Tifa that was PC exclusive?

Scarlet's first line in the game, ToriJ, is where she looks up at the heroes who are eavesdropping from the ceiling vent and says, "Something stinks..."

She wears a red dress with cutaways on the hips.
