Dr. Cid, who was driven to madness, has to be the favorite for this one.
I've always felt Fran was a bit tragic in her own way. She left her home & became an outcast by her people. She's slowly losing her connection w/ the planet & the man she loves will die way before she does. There's a good reason she dissuaded Mjrn from leaving the wood.
Nothing says tragic like getting ganked in the first 10 minutes :grover:
It's been a long time since I've played the game and experienced the background of the characters, so Reks comes to mind first because there wasn't a lot of development to recall there.
I think Gabranth, actually. His scenes at the end of the game, especially his conversations with Basch, were pretty damn powerful. Most of all when he confronts you in the Bahamut.

Vaan, he was not even a real character before Revenant Wings. He was a nobody whose brother got killed because of Vayne, the main story started with him and ended with him giving Vayne the final blow before he became Bahamut Zero. He is like a Pokémon Main Character. He was just there.
Gabranth. The bond between two siblings is almost indescribable. To betray your own brother, near ruin his life, almost help turn the world into a massive dictatorship governed by a rogue god, and then realize you're wrong just before you die with your brother right there at your side. Ya that's tragedy.
I'll go with Gabranth/Noah.

Reddas, who lived with the guilt of wiping out an entire city for years before sacrificing his life at the pharos lighthouse.
