To me soups equate to warmth. I would not eat warm cereal, whether milk is considered a broth or not. I'd say no, but I guess it depends on your definition/preference

Soups can be cold, like Gazpacho. Cereal can be hot, like Cream of Wheat or Farina*.
However, both of those things are not @ all alike.

No. Cereal is not a soup. The liquid is an afterthought to the cereal itself. The liquid of soup is actually the main idea for soup.
Cereal is cereal. Soup is soup.

Quin speaks truth. The only cereal that is tolerable without milk is frosted flakes, and that's because they're mostly sugar.
