I think I have to go with Mute City. As much fun as the Hyrule track is, and how great the references are, the Mute City track is just the most fun to race on, in my opinion.
If we discount the fantastic DLC tracks, it would probably be Mount Wario.
This is my favorite Bowser's Castle in the series so far.
