How do I start Rhapsodies of Vana diel?

So yea, done some google searches but cant how or where to go to start this as it's something I want to do. I there a lvl I should be at to do it? I just became a dragoon and Im lvl 31.

The start of the quest is in Limsa Lominsa, best to teleport to the Aftcastle and it's just north of there. You need to be lvl 30, so you should be fine.
