Character designs are a visual way to showcase a character's personality and demeanor. Or at least they shoul be. For instance, Tifa's outfit doesn't suit her at all. Same foR Aerith's. I think this was probably intentional but you get me. Similarly, Ashe's outfit in FFXII was atrocious and didn't really befit her regalness.
