With slight paraphrasing:
"We have made a custom PC with specs from 4 years ago, with aging x86 architecture instead of x64. This will make it easier to develop low-graphical games for the PS4. Hooray!"
I didn't think AMD had made any non-64 bit CPUs since before the athlon 64.
