Is the funniest charscter that dont make me cringe or anything lol. She just random and it doesnt feel too forced. She is just a thing who got dragged into tjis mess but wont stop looking for her food
Gibari from Baten Kaitos made me laugh several times. I also liked Quina a lot. As of right now, they're my favorites.

Edwin from Baldur's Gate I and II!
I mean, technically he's not there purely for comic relief, being the best mage you can get in both games, in the second game being so incredible that not even a player-made mage can be as good as him. But then again, all of the more comical characters (like Minsc) are still really good in combat with a variety of roles, and honestly, depending on the banter, anyone can act as the comic relief.
Edwin takes the cake, though, IMO. He's your token evil teammate who keeps plotting to overthrow you but keeps saying his thoughts out loud, making him harmless in that respect. It has to be experienced to be appreciated, I think.

I actually couldn't find a good shot of Zell.
I'll have to think about some others.
If I go only FF I will say everyone's hated octopus Ultros. Game wise who you control though going to go into the Dragon Age Series and give a vote to Varric.
Ultros is an amazing character, and I'm sad I forgot him.
He might be my favorite FF comic relief character.
Nokia from Cyber Sleuth. Honestly the only thing that was keeping the game from going full on MegaTen at the end was her. Her role was to keep everyone's spirits up and together.
Also she was our tactician.
