I’d say Celes is more underrated since even though a lot of people dislike Lightning, she is talked about way more
Lightning and her mullet are rated as they should be.
I'm quite sad that these two are against each other because they're my favorite female character of all the Final Fantasy games LOL but I prefer Lightning, even if Celes is surely more underrated.

This one was almost as tough as the Guy vs. Gau vote, but in the end Celes has always been pretty solidly loved by all who play FFVI while Lightning gets a lot of stick, and I don't feel she deserves all the heat she gets. It's kinda tricky in that one is liked to a decent level by most people, while the other is either loved or hated to much higher levels. Hard to compare who is rated higher in that situation but yeah.
I'd say Celes based purely on how SE treats the two characters. Lightning is like herpes and getting everywhere whereas Celes actually getting included into a game is usually a surprise for most fans.
In terms of how the fanbase treats them, Celes is pretty well beloved, even by people who don't care for VI, whereas Lightning is pretty divisive, at least in the West. Of anything, I think Lightning's biggest issue at the moment is that SE just overexposes her.
Sorry Lightning, you are out! But Square Enix will always have your back!
