Gotta go with Ashe.
I like all of them a lot, but I have to say Celes. Her story arc is amazing, and she deserves more love.
I'm going with Lady Ashe here cause there are reasons why Luna has problems as a character in XV which is why she's not as well liked, while the idea of Celes being underrated seems laughable to me as she's usually among the Big Six Terra, Locke, Celes, Figaro Brothers, and Cyan of well loved FFVI characters so she feels hardly underrated outside of SE's own spin-off franchises. The real underrated cast members are anyone who joins after the Protect the Esper in Narshe segment.
I voted for Celes, so Ashe is through! Farewell to Celes and Luna.
