I don't know about the hotmail thing, 'cause I don't use it on account of TOO MUCH PORNMAIL, but to put an image in your .sig, you have to upload it somewhere.
In this case, because it's only one image and one person, I've hosted it for you on a web account that's almost full, so all you have to do is paste the following code into your signature in the User Control panel:

Hotmail is a huge piece of crap. Half the time it wouldn't load my account at all, the other half of the time I couldn't even find my mail under the spam and porn. And Microsoft kindly limited the number of email addresses I could block to 100, and wouldn't let me change the list, so I was unable to block most of it. So I got rid of stupid Hotmail. Anything is better than MicroShysters. Yahoo is better, even.
