I don't remember where I got it, and I'm too cranky to Google it for you, but the program's called Virtual Daemon.

The about button in the program comes handy :D
Not just ISO, but many other CD image formats made by Blindwrite, CDRWIN, CloneCD, Fireburner etc., plus a few DVD images too :p
