you can get Ribbon while fighting a kind of enemy in the phoenox tower!
You can steal it, also its a rare steal... dunno the enemy's name so ya have to try!
I know there are 1 or 2 other Ribbon you can find, but I can't remember where exactly, haven't played this game for long!
