yes, it is made by a fan, the same fan that brought us the Radical Dreamers translation.
Let me get this straight. They are going to remake the game and then put the engine out there so anyone can make a new 'Chrono Trigger' like game if they so please?

It's something that's already been done with the Legend of Zelda game. He's planning on using the engine to then recreate Chrono Cross with SNES graphics, and for PC, so that anyone can play.
