Yeah you should be able to do that... well at least you SHOULD. I'm sure someone else can tell you properly.
All character info is kept server side. You will still need to re-install and update all the software on the new PC, but it'll work just fine. Just make sure to keet every single bit of info POL gives you in a safe place, you'll need it all for the re-install when you register it as an existing account. (POL ID, POL Mail, Member ID, ALL passwords, ect)
