I think the backgrounds are amazing, and were the best for their time. I think the characters are more detailed than those of FF9, it's contemporary game, perhaps because fewer characters are used in battle. The magic and such are as crazy and colorful as every other Square game so ratings are inapplicable. Same with the monsters - standard blobs and tentacles we've seen a million variations of.
They optimized the engine nicely. *insert everything said above* and on top of that they managed to get it running at 15 frames per second.
It's pretty good for PS graphics at that time. At least, I wouldn't faint from the sight of its graphics after playing some XBox game.
