Why dont those quactar stones ever glow!? I think I prayed to one of them but none of the others glow. Is there something I need to do first or need ceratin people in my party?

Why dont those quactar stones ever glow!? I think I prayed to one of them but none of the others glow. Is there something I need to do first or need ceratin people in my party?
They should all glow intermittently. Once you've prayed to 3 or 4, (SPOILER)a Quactar spirit will emerge from one and run off toward the lightning rod tower where you can acquire Kimahri's ultimate weapon, the Spirit Lance.
