You have to deliver the book to Merlin. You need to unlock the door in the third district that has the Fire symbol on it, by casting Fire on it. And then just go through there to his house. =)

While at Merlin's House, train against his furniture. You can fill up your MP and Charge Bars w/o losing HP.
