The main person in The spirit with in I think! I should know but I can just guess...! It is so much alike her! So There it is... I could put 99,9% that, the person on the picture you are wondering about is The main character of Spirits With In!!!

the only thing i cannot recognize is the eye.
but that's partly because it's faded out, and humongous. if it's the same eye that the forum banner uses, then i could prolly pick out who it is..
That girl is the main character from FF the spirits within if I'm not mistaken. I forgot her name its Dr. something.
