Jessie is quite clearly a woman. She has breasts, and she's got a thing for Cloud.
There are a bunch of ways to spell Jesse(as in the nickname for Jessica)
Jessie// Jesse// Jessy(i use this one)// and Jessi are afew.
Jesse is actually the masculine version of spelling the name. Jessie is the most commen feminem version of spelling the name. I had never seen it spelt with a y intill afew years ago(and being so thrilled,i took it up as my nickname:P)
I cant remember how it is spelt in the game, but you do know that Jesse is a girl. When they are escaping the train after her id card gets them all caught,cloud tells her she looks just like a guy. Her reaction and clouds comment both tell you she is fe-male. As well as the fact she does have a "thing" for cloud. I believe she tells him she wanted to make his id card special for him(( proving this "thing" )). Also the fact that her body is that of a females.:P

no seriously, i wouldnt mind if jessie was a guy. the only problem is i always found her pretty cute.

I think Jessie is definitely a girl! She kicks arse :) Yeah, and I guess she DID kinda flirt with Cloud in that train scene near the beginning. And how she wiped the soot off his face, that was cute. Too bad she died :(
she should have been a main character...the love triangle would have grown too in true tenchi muyo style! :D

And, if you look in the flashback with Aeris's mom at the train station, you notice Jesse and Biggs as a couple... (or maybe just their twins...)

What the, Jesse? It's always spelled Jessie in the game. She's female, and a pretty cute one too. :)
I was always hoping she'd be playable... but for an obvious reason she never got the chance.
