There's no movie. Those are just cg scenes from the FFChronicles version of Chrono Trigger for the PSX.
There's a CT OVA thingy going around though set in the Millenial Fair and features I think it was Spekkio and a Nu, though I don't remember much else about it. You'll probably find more info by the people that subtitled it about how to get hold of it. Other than that though, yeah, it's only the animated CG scenes from the PSX version of the game.
