"Public Groups...?"

I'm just curious. What's the deal, and how is a public group formed? Or is it just something that was started on, but never fully implemented?

It's a feature of vB3. We don't use it here. It allows users to pick active groups. It's a feature that would probably work well at an RP forum. Groups here cannot be changed by a user, only an admin, and its probably for the best.
