you need to have the blossom crown and the flower sceptre. you'll get the flower sceptre when you beat belgemine's bahamut. you'll get the blossom crown when you capture all the fiends in mount gagazet. then you need to go to remien temple to unbreak the purple seal that's behind belgemine.
then you get the sigil.
