If i reinstall windows, and then reinstall FFXI, will i start from lvl 1 again and loose my current lvl?

well, it depends. Do you still have your POL ID with you? if you do, you can come back with current levels, jobs, etc. If you dont, not only you do start from level 1, but you have to buy a new copy of FFXI.
Pol ID? i took note of everything when installing and setting up the game, im guessing i would of took a note of the POL ID somewhere along the line when i was installing it right?
youll keep your lv as long as you still know your playonline ID and password
you think one day they will not have payments on ffXI cuz i think square-enix is gettin a lil greedy...
it will never be free since it costs money to run and maintain the servers

The account information is kept somewhere else than where your program is kept, you know? You could throw your entire computer away and log in from someone else's computer and play like that, if you know what I mean.
Roogle is right, they store all your character information on their servers. If you have deleted you Content ID then you can just re-activate it and get your character back... I think that's the same with the Playonline ID except you only have three months to retrieve it again.
If you uninstalled everything on FFXI and did not cancle any subscription in the Playonline Viewer, then you should be fine. Jsut re-install it again and you can still sign on.
If you have POL ID you can come back anytime no matter how long. If you cancel your Content ID and dont activate it after 3 months, your char = wiped. But as long as you have your POL ID, you can start a new char even after the 3 month period.
