Not all twins look exactly alike. There are twins who were merely born together, and are not identical. They're called fraternal (or paternal, I forget which) twins as opposed to identical twins.
Yeah, as mentioned, there are two different types of twins; whether twins are identical are not depends on whether they came from the same fertilized egg (which would "split" into two, three, four, etc., having an effect on the number of children), or from two different fertilized eggs. I also forget the proper term for the second, non-identical type of twin, but Sabin and Edgar seem to fit into the latter category.

Yes, they were twins, and they were called "Fraternal" twins.
Edgar was the older of the two, because two children can't be born at exactly the same time. One must come first. Edgar may have been 10 minutes older than Sabin, or something like that.
Two types of twins, Identical and Fraternal. Fraternal, like Fraternity, because the two just kinda "hang out" in the womb, but they're not the same thing, and I think they even have two seperate placentas.
Therefore, Sabin may have looked like his dad and Edgar, not so much.

Fraternal (the original word) means "relating to brothers"
not the clearest defintion, but it implies that they are regular siblings born at the same time, not identical.
I think it would be kinda obvious to us if they was identical...
Especially since they really don't look to similar to each other huh...
Though that can be hard to determine viewing their sprites, their facial portraits definetly were different...
To be annoying I'm gonna have to mention that the Matron DIDN'T say that Edgar looked nothing like his father. For all you know, Terra might have become disinterested in the conversation and broke her off and left the room in utter disdain.

all it implies is that Sabin more closely resembled their father than Edgar did.
