My memory has decided to dislike me momentarily - Is a Power Generator Mugged from or dropped by a Blitz? And at what level does it possess this item?
Mugged, at Level 30-100. It's very rare, don't have the Rare Item ability equipped.
Don't have Rare Item equipped? Why is this?
I have no idea why, but it really messes up your chances of stealing a rare item. Just trust me, Rare Item is for an enemy dropping rare items. Since you are stealing it's not going to drop anything anyway, so just don't equip it.
