I've noticed in the game , Fujin always conveys her emotions via one word usually in block capitals ie. " RAGE ! " ( gives Raijin a solid boot in the shin ... hehe :) )

I would assume it's just a little quirk that Square added for fun. Just like how Raijin says "Ya know" after everything. Or in Chrono Cross, how everyone carries a different speech pattern.
She had a terrible accident as a child and it pains her throat to speak more than one word at a time. It eases the pain if she shouts.
This is why she only strings more than two words together only once. if it happens at all. (I may be imagining it)

It was the only way the localization guys could find to capture her style of speech in the English language. What they were trying to capture? Eh, that part I forget... yeah...
In the Japanese version of Final Fantasy VIII, Fujin speaks in single kanji's. I am no linguistic scholar, but I can recall that these are of Chinese origin. That's prolly wrong, considering this is Japan we're talking about. Anyway, kanji's are like phrases, represented by one compact word. The short, loud shouts vocalized by Fujin were the best route to a decent translation of her original dialoguem if you can call it that.
Personality
Fujin is kinda like silent bob in a way, especially with her (SPOILER)random outburst of normal talking near the end
As far as I know, kanji are of chinese origin. They are more like words, not phrases.
You should ask Farah about that though. :P
