Of course. She's even in-character, too, gloating about how she's a genius and all. Never realized she actually takes some of your money, though.
I don't bother talking to her. I don't know why they gave her a cameo of all people, especially considering what happens to her in later games.
To be fair, it's been awhile since I've played, but I think she charges you a fee AFTER the speech, and doesn't let you back out of it.
