The east cost vs west coast thing back in the 90s' was blown way out of porportion. And magazines and most of the media made it that way, when really it was a big personal feud. And lots of people made money off it to.
Id say Tupac.
Tupac's verses were often way too long. Just listen to California Love and I Ain't Mad At Cha, each of them are 5-6 min long.
That's not to say Pac wasn't talented. I just think Biggie's style was better. Pac was all about the hood, Biggie was more about bitches and hoes. But I would give the edge to Biggie. I mean Biggie had Puffy and Pac had Dre, and both of them went on to lead successful careers.
But listen to Hypnotize...that song is so damn catchy.
tupac is way better plus Biggie and puffy would not help him when he got shot.
