ROM translation

I put this message here hoping it is the right forum for my question.
I have a SNES ROM called "Emerald Dragon", which is entirely in Japanese, and I would like to do a translation of it.
Well, the question simply put is....how do I do that? What tools do I need? (other than Japanese-English vocabulary, I mean :p ) And where do I find them?
