No, not really. The only way to boost stats in this game is through equipment. At each level a character's stats are recalculated, and if any stat-boosting items are equipped at level up the character's stat-bonus values will get an increase.

Spd = SpdBase + [Level * 1 / 10] + [SpdBonus / 32]
Str = StrBase + [Level * 3 / 10] + [StrBonus / 32]

GameFAQs has a stat-maxing guide that lists all the best stat-boosting items, and also gives a better explanation of how the stat formulae works.
...and I see no reason why this should be moved to the FF8 section, seeing as how it's about FFIX and FF8 hadn't been mentioned at all until you brought it up.
Stat-maxing? Wear the complete Hawaiian Set (sandals, T-shirt etc) and you get a huge stats bonus, although it doesn't show up on screen.
