Nah, in the prison section on Disk 2 they don't have a clue about gunblades, they're just regular swords methinks

Gunblades seem like a rare weapon. When Squall was about to undergo his SeeD test Headmaster Cid said he was hoping Seifer and Squall would do well as SeeD had never had gunblade wielders before.

Well, if the Galbadians do use gunblades, they wasted a lot of money equipping their army, because not once do the Galbadians use the gunblades properly (if that is indeed what they are, which I highly doubt).
Also, if Gunblades are rare in Balamb, they are rare elsewhere too. Balamb is the only place to take the SeeD exam, remember? That's why Selphie transferred. If Gunblades were common in Galbadia, do you really think Cid would have waited so long to get a gunblade specialist? No.
Oh, and if you remember, when he first faced the Ruby Dragon, Laguna mentioned handling a gunblade in training, but apparently once training was over he never touched it again. Add that to the fact that the Galabadians in the prison didn't even recognize one, and it seems pretty clear that the Galbadian army used gunblades at one point, but gave up on them a long time ago (probably because they are far too difficult for those hair brained G-Soldiers to master).
