In disc 3 (after you get the airship), go to Quans dweling with Vivi and Quina in your party. The dweling is in a cave near to Treno.
Is he the one that you have to face ?
Nope, this one is Quale, Quina's master.
Quan is Quale's master and Vivi's (step) grandpa.
Anybody got a screenshot, I mean I'm sceptical because to my knowledge, it has no mention in the guide.

If you want to fight Quale, catch 99 frogs.
If you want to see Quan's scene, go to Quan's Dwelling with Quina and Vivi.

Yea, take Vivi and Quina to Quan's dwelling (the cave near Treno) on disc 4 (maybe 3 also) and you'll see a scene where Quan appears.
