Are 'Jaffa Cakes' A Biscuit or a Cake?

A small cake is practically a biscuit.

EDIT: It was first used in 1993, referencing to Shane Warne.

They're cakes, since they're not only called cakes, but they have a sponge base, opposed to biscuits which have, or are made of, solid biscuit-type...things.

Jaffa Cake bases are soft and spongy, biscuits are not, therefore Jaffa Cakes are not biscuits and must be cakes.

Whatever they are, they don't taste right /._.\ its insane!! They'r are small cakes because they ahve a cakey underside
