No, you can't. But I think you can get it from some enemies outside midgar. I don't remember the name of the enemy, but they have wheels. I'll check into it and update this post when I find out something.

Corel Prison? I always get it from those robot things right outside Midgar as soon as I get out of Midgar (the same ones that you steal the Atomic Scissors for Barret from).

Interesting that this thread is concerning an Enemy Skill and it isn't "????" like the title.
