It's a Star Wars reference.
Biggs and Wedge aren't in every FF, just in the more recent ones.
FFVI - Vicks and Wedge (Vicks was a bad translation of Biggs) accompanied Terra to the Esper in the beginning
FFVII - members of Avalanche
FFVIII - They were part f the galbadian army and reoccurred throuout the game, otfen sending harder mechanized bosses your way.
FFIX - Can't remember if they were there and if they were what role they played.
FFX - They were the guards to the Blitzball Arena. one was recruitable to play, I can't remember which though.
Actually, both could be recruited for Blitzball. Further, they reprise this role in FFX-2, where they are starting members of the Gullwings.
The duo also appeared with Piette (another Star Wars reference) in Chrono Trigger.
