It's a 30 minute Anime OVA that will be included with the Ultimate Edition of Final Fantasy VII: Advent Children (a Japan-only release so far). It's supposed to basically act as a summary of what happened in Final Fantasy VII, perhaps for those who are seeing the movie without playing the game first.
