Anyone know of a good RPG Maker that can help me?

Hey guys!
It's been awhile since I've posted here! I've been pretty busy with my job and just life in general! But I've found some time to try and continue a project I've been working on for nearly a year now in whatever free time I could find.

I'm attempting to create a Kingdom Hearts RPG with a battle system similar to that of Pokémon or Shaman King using sprites I've ripped from KH:CoM. If anyone has any suggestions please contribute!

Anyways- I'm looking for a program that will help me create a ROM (or whatever kind of game file these RPG maker things make...) using those sprites I've ripped. Is there a way to take the sprites I've gotten and put them in a game? I'm rather new at the whole thing, but I've got a pretty extensive sprite archive now, and I'm starting to want to put it to use somehow...

So if anyone knows of any good "RPG Making" programs- please share! And if anyone has any ideas- please share, too! lol. Thanks! ^_^
