what monster do you get blow fish from?

If it has, it is Cactuar XD

there are no cactrots in ff5, I don't believe.

I think blowfish is from something. . .on a plain. X.x;;

blowfish is a great attack. learn it from the lamia's in the ronka ruins. but level 5 doom kills a harpy
