its where the old monster arena is in FFX. You have to take Clasko aboard the Celsius in an early chapter and then drop him off in the Calm Lands.

i think its chapter one, the mission where the fiends have gone crazy, i suggest you train before you do the chocobo mission thingo, they have hard fiends for that early in the game.
