About 50 gil? Seriously, there are no requirements, you just buy one and go riding.
Have the patient to search the forest to look for the ranch.
They don't even have chocobo forests in VI, do they? Just the stables in some towns.
You can find some in some forest. One example is the one in the WOR, while on the way to Mobliz, you passed by a forest where there is a stable inside to make it easier for you instead of walking all the way.
