It says I need 10 Garuda to complete Mushroom Rock Road, but I have 10 of every single other monster there (Going for Auron's Sigil, you see, and 5 of every monster ever for ultima to get Dark Matter to upgrade a couple weapons, see) And I cannot find the stupid bird if my life depended on it, it was hard enough finding the Simarugh birds, I mean holy crap, but does any one know where the Garuda's chill at?
mushroom rock.. go up the elevator and try to encounter where there is a ray of light. there's a high chance of encountering garuda when you step in the light.. same goes with simurgh.
i just found i came across them at random piont walking along the road to the command centre
I always had the best luck finding them on the left side. The first time the path bends to the left wall, thats where I hit them most.

garuda for me seem to apear when ur in the rivine or lower down than the normal path in the misty places basically
