He never holds up a skull. I can only imagine you're thinking of this, which is his own head, and he doesn't hold it up. This was before the 3D games where everyone was so well-animated, so rather than actually put forth the effort to make his big battle sprite laugh, they just stuck this in front of him to symbolize his laughter. Kind of lazy, really.

I was kind of hoping it was Gestahl's head. That would have been da shiznit.
Wow. I had no idea it was supposed to be KEFKA'S head... I always thought it was just something... random, I guess.
But yes, if it was Geshtal's head... that would've been crazy. And disgusting... cause a year had past and... ew.
I'm not entirely sure that those "sprites" were particularly capable of being animated... The reason is that they weren't actually sprites. They occupy a background layer, not the sprite layer.
Actually, now that I think about it, they were capable of "animation" in a sense. It's sort of like how Barbariccia is "animated". It makes me wonder if that head was meant in a more metaphorical sense. Like.... "this is the spirit of Kefka being an insane, power-drunk psycho".
