i heard it had somthing to do with the foamy water at Quan's Dwelling but i don't know for sure.

You mean Tiger Racket? It is found in the Dive Spot below Quan's Dwelling (Disc 3/4)by using a chocobo.

I have a very long time to play FFIX, but if i remember correct, you have to use a dead pepper..

Go inside Quans dwelling and go up to the clock on the ledge thing and it will say sumin like "use a dead pepper" I thought her ultima weapen was the whale whisker seen it has better attack.
