How do i get my guys to 9999 hp

i have gotten them all to lv 99 and the highest life is Zidane with 7600 something. Then Steiner with 7200 or 7300. I have used the hp + 20% and hp + 10% abilities and they are still not close to 9999.

You don't. Amarant is the only character who can reach 9999, and that's if you get him at Lv.1, level him to 99 focusing on nothing but Strength maxing, then equip him with the Hp +10% and 20% abilities.

I heard that you get a random amount of HP every time you level up. I don't know if this is true or not, I havn't really payed that much attention to it. I was thinking, maybe if you leveled up and made sure you got the maximum amount of HP for that level that it might be possible to reach 9999 HP by level 99.

It isn't random. Hp & Mp growth follow a formula where at each level a character's current Strength and Magic determine their current Hp and Mp.

There isn't any equipment that raises strength is there? I don't think there are... they only raise attack right?

There are a lot of equipments that raise strength.

I don't know... hmmm. Well, if there are equipments that raise strength, you can just refrain from leveling until you get these equipments. After you get them, you can level up and get 9999 HP. At least I would think so.
