hell has more, imo
Yeah I think the best strategy is to simply junction 100 pain to a character which should give them immunity and give that charater treatment to heal the other characters.
Get Quistis at critical HP. Give her a Black Hole so she learns Degenerator. Give her the ability "Initiative." Immediately, at the start of the battle, use degenerator on the Malboro, resulting in an instant kill. It's cheap, but at least it gets the job done.
or just use Kamikaze works all the time

About half of the encounters at the Island Closest to Hell is a pair of grendels. I find more t-rexaurs and blue dragons there than malboros.

The Island Closest to Heaven is populated mostly by status inflicting monsters. Lots of Malboros, Tri-Faces, etc...
Status-Defx4 with Pain, Berserk silence and confuse junctioned to it. Have the character with this also have Treatment, to cure the other characters of their status ailments, and rid himself/herself of slow. Then attack with Firaga junctioned to Elem-atk-J, and/or summon Ifrit and/or cast Firaga.
